Young Caique getting progressively more and more scream savy, how do I properly train against this behavior?

I have a one year old WBC named Zazu who I absolutely love to death. My concern is that (yes, I am aware parrots are supposed to be loud) in the past two weeks, as the weather has gotten warmer, he absolutely cannot stand to be in his cage. He screams, and screams, and screams, until he is let out. And when I let him out? He screams even louder, especially when I put him on his window perch. He screams when I leave the room, when I wake up but don't immediately get out of bed, basically he screams whenever he is not on my finger or on my shoulder.

Now while it doesn't directly bother me, I do have roommates. They tolerate him but this activity lately has just gotten out of hand. He is impossible to deal with. How do I start training him that this over-the-top screaming has to be reduced?
