I have a budgie too, and he is very friendly. Sometimes animals will act in ways that are odd in a human's point of view. Try thinking like a budgie, putting yourself in it's feathers. It always has a reason. Sometimes it's just plain scared, and you just need to wait.

I have birds do that in the past it is more a sign of territorial action than you. If it doesn't hurt to much just let them bite you a few times they will stop when they learn it has no effect on you. That has been my experience anyway. Do you take them out of the cage to play?
